I just fixed the issue with the game, I had no idea Uplay didn't automatically update games, you must restart Uplay atleast 2-3 times as there was atleast 3 patches released for FarCry4, just to make sure the game fully updates, then verify the game, it will completely install and now its installing the windows .NET update and the game should now work.
